What Is the Religious Worker Resident Visa?

This visa grants permanent residence to people working in a genuine religious role for a recognised New Zealand religious organisation. Unlike most residence pathways, it does not require a job offer above a salary threshold or a points-based assessment — the focus is on the nature of the role, the legitimacy of the organisation, and the genuine need for the applicant to fill that role in New Zealand.

Key distinction from work visas: The Religious Worker Resident Visa grants permanent residence directly — it is not a pathway through a work visa. However, many applicants are already in New Zealand on a Religious Worker Work Visa (a temporary visa) while their residence application is processed. Which Religious Roles Qualify?

INZ assesses each role on its genuine religious character. The role must be central to the religious function of the organisation — not an administrative or support role that could be filled by a non-religious worker.

MissionaryA person formally appointed by a recognised religious organisation to carry out evangelism, religious education, or faith community development in New Zealand.
Religious Instructor / TeacherA person whose primary function is to teach religious doctrine, scripture, or practice within a faith community setting — not general classroom teaching.
ChaplainA formally appointed chaplain serving a hospital, prison, educational institution, or military unit under the auspices of a recognised religious organisation.
Other Genuine Religious WorkerAny role with a genuinely religious function that INZ determines cannot reasonably be filled by a person who does not hold the specific religious qualification, ordination, or calling required.

Not eligible: Administrative roles, IT support, finance, building management, and other support functions within a religious organisation do not qualify — even if the employer is a religious organisation. The role itself must be of a religious nature.

Genuine Religious Role

Your position must be a genuine religious role — not an administrative or support function. INZ assesses whether the duties are genuinely religious in nature and whether the role requires your specific religious training or ordination.

Your employer must be a genuine and established religious organisation operating in New Zealand. INZ assesses the organisation’s legitimacy, its community presence, and whether it constitutes a genuine religious body rather than a commercial enterprise.

You must hold a current job offer or be already employed in the religious role in New Zealand. The offer must come from the recognised religious organisation and clearly describe the religious duties of the position.

You must hold the religious qualifications, ordination, or formal appointment required by your faith tradition to carry out the role. Evidence of your religious training, ordination certificate, or formal appointment is required.

Health Requirements

You must meet INZ’s health standards. A full medical examination (INZ 1007) by an INZ-approved Panel Physician is required. Included family members must also meet health requirements.

Character Requirements

Police certificates are required from every country where you have lived for 12 or more months in the past 10 years. All included family members aged 17 and over must also meet character requirements.

  • Job offer or employment agreement

    A signed offer or agreement from the religious organisation clearly describing your role title, duties, and confirming the genuinely religious nature of the position.

  • Ordination certificate or appointment letter

    Your certificate of ordination, formal appointment, or other official recognition by your religious denomination or faith body confirming your status as a religious worker.

  • Organisation’s registration & constitution

    Evidence that the employing organisation is a legitimate, registered religious body in New Zealand — including its charitable registration, constitution, and evidence of active community presence.

  • Letter from the organisation’s leadership

    A formal letter from the head of the organisation confirming your appointment, the religious nature of your duties, the size and activity of the congregation, and why the role cannot be filled locally.

  • Passport

    Your current valid passport. Previous passports may also be requested if they cover periods relevant to your immigration or work history.

  • Religious training certificates & transcripts

    Certificates, diplomas, or transcripts from theological colleges, seminaries, or other religious training institutions confirming your religious education and qualifications.

  • Evidence of prior religious work

    References or letters from previous religious organisations where you have served, confirming your experience in a religious role. Duration, duties, and the nature of the organisation should be clearly stated.

  • Partner & children’s documents (if including family)

    Passports, birth certificates, and relationship evidence for any partner and dependent children included in the application.

  • Medical examination (INZ 1007)

    A full medical including chest X-ray completed by an INZ-approved Panel Physician. Book early as Panel Physician appointments can be limited in some regions.

  • Police certificates

    From every country where you (and any included family member aged 17+) have lived for 12 or more months in the past 10 years.

  • NZ Police certificate (if applicable)

    Required if you have already lived in New Zealand for 12 or more months at any time. We advise on timing to keep all certificates valid at lodgement.

We advise on how to present your organisation’s evidence most effectively regardless of its formal registration status.

Yes. If you are already in New Zealand on a Religious Worker Work Visa (or another eligible visa), you can apply for the Resident Visa onshore. We advise on managing your current visa status so it remains valid while the residence application is being processed, particularly if your work visa is approaching expiry.

Paid employment is generally required for this visa. Voluntary or unpaid religious work does not typically satisfy the job offer requirement. However, if you receive stipends, allowances, or other forms of compensation from the organisation, we can advise on whether this is likely to be treated as paid employment by INZ in your specific circumstances.

Yes. Your partner and dependent children under 24 who are unmarried and not in a de facto relationship can be included in your residence application as secondary applicants. They will need to meet health and character requirements and you will need to provide relationship evidence and, where applicable, consent from the other parent for children.
