Understanding the Green List

Two Tiers — Two Different Outcomes

New Zealand’s Green List is a list of occupations that New Zealand has identified as being in critical shortage. The list has two tiers with different visa outcomes. Only Tier 1 leads directly to residence.

⭐ Tier 1 — Straight to Residence
Tier 1 occupations are those in the most critical shortage in New Zealand. If your occupation is on Tier 1, you can apply directly for a Resident Visa with a job offer at or above the median wage — no temporary work visa stage required.

🟡 Tier 2 — Work to Residence
Tier 2 occupations are also in shortage but lead to a temporary Accredited Employer Work Visa (AEWV) first, rather than direct residence. After working in New Zealand in the Tier 2 role for a qualifying period, you can then apply for residence.

Your occupation must be on Tier 1 of Immigration New Zealand’s current Green List. This is assessed against your actual job duties and the relevant ANZSCO code — not just your job title.

You must have a genuine job offer in New Zealand in the relevant Tier 1 occupation. The employer must be accredited with INZ under the Accredited Employer Work Visa framework.

You must hold the qualifications required for your occupation. For regulated occupations (medicine, nursing, teaching, engineering), you must also hold or be eligible for New Zealand registration or licensing with the relevant professional body.

You must meet INZ’s health standards. A full medical examination (INZ 1007) by an INZ-approved Panel Physician is required. Partner and children included in the application must also meet health requirements.

Character Requirements

Police certificates are required from every country where you have lived for 12 or more months in the past 10 years. All included family members aged 17 and over must meet character requirements.

Professional registration matters: For regulated occupations such as medicine, nursing, dentistry, and teaching, INZ requires evidence that you hold — or are eligible to obtain — New Zealand registration with the relevant authority (e.g. Medical Council of NZ, Nursing Council, Teaching Council).   • Academic qualifications & transcripts

    Certified copies of your degree, diploma, or other qualifications relevant to your Tier 1 occupation. Overseas qualifications may require certified English translation.

  • Professional registration or eligibility evidence

    Your current New Zealand registration certificate, or evidence from the relevant regulatory body confirming you are eligible for registration in New Zealand.

📄 Identity & Family Documents

  • Passport

    Your current valid passport. Previous passports may be requested to account for your full travel and residence history.

  • Work history evidence

    References or employment records from previous employers confirming your experience in the relevant occupation. Particularly important where INZ needs to verify your practical experience matches your qualifications.

  • Partner’s documents (if including)

    Partner’s passport, marriage certificate or de facto relationship evidence, and any relevant visa documentation if your partner is also in New Zealand.

  • Children’s documents (if including)

    Birth certificates, passports, and consent from the other parent where applicable for dependent children included in your application.

🏥 Health & Character Documents

  • Medical examination (INZ 1007)

    Full medical including chest X-ray by an INZ-approved Panel Physician. All included family members must also complete medicals. Book early — appointments can be limited.

  • Police certificates

    From every country where you (and included family members aged 17+) have lived for 12 or more months in the past 10 years. Must be recent at the time of lodgement.

  • NZ Police certificate (if applicable)

    Required if you have already lived in New Zealand for 12 or more months. We advise on timing to ensure all certificates remain valid at lodgement.

No. The Green List Straight to Residence pathway can be used to apply from offshore — you do not need to be in New Zealand first. You simply need a job offer from an accredited NZ employer in a Tier 1 occupation. This makes it one of the few pathways to NZ residence that does not require you to live or work in New Zealand first.

INZ updates the Green List periodically. If your occupation is removed from Tier 1, you would no longer be eligible for Straight to Residence under that pathway — but you may still be eligible for residence through the Skilled Migrant Category or another pathway. Contact us immediately if you are concerned about a Green List update affecting your plans.

For most regulated occupations, INZ requires evidence that you hold or are eligible to obtain New Zealand registration. If your overseas qualifications are assessed as equivalent by the relevant NZ regulatory body and you have been offered provisional or conditional registration, this can often be sufficient. We advise on your specific registration pathway as part of your eligibility assessment.

What matters is your ANZSCO occupation code, not your exact job title. INZ assesses whether your actual duties and qualifications match the ANZSCO classification, not just whether your title aligns. Yes. Your partner is included as a secondary applicant on your residence application. Once the Resident Visa is granted, both you and your partner have full work rights in New Zealand — your partner is not restricted to a particular employer or occupation.

The Skilled Migrant Category (SMC) uses a points-based expression of interest system — you submit an EOI, it is entered into a ballot or pool, and you may be invited to apply. The Green List Straight to Residence pathway bypasses this entirely: if you meet the occupation, wage, and employer criteria, you apply directly for residence with no points system or ballot involved. It is generally faster and more certain for those who qualify.
