What Is an Offshore Student Visa?

An offshore student visa is applied for from outside New Zealand — before you travel. This is the most common pathway for international students starting their studies in New Zealand for the first time. If you are already in NZ and want to study, you would apply for an onshore student visa instead.

You apply while still overseas and receive your visa before travelling to New Zealand. This gives you certainty before you commit to flights, accommodation, and fees.

Offshore student visas cover all study levels — secondary school, diploma, undergraduate, postgraduate, and PhD — as long as you are enrolled at a registered New Zealand provider.

Full-Time Enrolment Required

You must be enrolled in a full-time course at a New Zealand Tertiary Education Commission (TEC) registered provider or an approved secondary school.

Proof of Funds

INZ requires evidence that you can financially support yourself throughout your studies — covering tuition, living costs, and return travel.

Work Rights May Apply

Depending on your programme and study level, your visa may include the right to work part-time during the academic year and full-time during scheduled holidays.

Bring Your Family

Eligible students can bring a partner and dependent children to New Zealand. Partner work rights and dependent child study rights depend on the student’s study level.

What You Will Need to Apply

Getting your documents right the first time is the single biggest factor in a smooth offshore student visa application. Here is what INZ typically requires.

Valid Passport

Must be valid for at least three months beyond your intended departure from New Zealand.

Offer of Place

A confirmed offer of enrolment from a New Zealand registered education provider, showing your course, start date, and duration.

Proof of Funds

Bank statements, scholarship letters, or sponsor evidence showing you can cover tuition, living expenses, and return travel for the full duration of study.

Medical Certificate

Most offshore applicants need a medical certificate from an INZ-approved physician, especially if studying for more than 12 months.

Police Certificate

A character certificate from your home country (and any country you have lived in for 12 months or more in the past 10 years) may be required.

Travel Insurance

Comprehensive medical and travel insurance for the full duration of your stay in New Zealand is strongly recommended and may be required by your education provider.

How long does an offshore student visa take to process?

Processing times vary by nationality and application volume. INZ aims to process most offshore student visa applications within four to eight weeks, but complex cases or peak periods can take longer. Apply well before your course start date.

Can I apply for a student visa before I have paid my tuition fees?

Yes. You need a confirmed offer of place from your education provider, but you do not necessarily need to have paid fees upfront. However, you must show you have the funds available to cover tuition and living costs.

Can my partner work if they come with me?

If you are enrolled at postgraduate level (Level 7 or above) at a New Zealand university, your partner may be eligible for an open work visa. For lower study levels, partner work rights are more restricted. We can advise on your specific situation.

What if my visa is declined?
